The “battle for committees” — as Senate Majority Leader Juan Miguel Zubiri put it — even prompted the creation of the separate bloc of neophyte senators. Over the weekend, former presidential political adviser and senator-elect Francis Tolentino was quoted in a television interview saying that they are planning to form a “Hugpong ng Pagbabago (HNP) bloc” in the Upper Chamber.
