THE Senate has approved on third and final reading a bill authorizing the President to expedite the processing and issuance of national and local permits, licenses and certifications in times of national emergency. Voting 23-0, the senators on Wednesday passed Senate Bill (SB) 1844, or the proposed “Anti-Red Tape Act,” on final reading after President Rodrigo Duterte certified its passage as urgent. SB 1844 was crafted in response to the President’s frustrations over the bureaucratic red tape in addressing national emergencies such as the coronavirus disease 2019 pandemic.
